“We received a written complaint from the family of Jeff Green,” Burkhalter said. “We conferred and feel it would be in the best interest of the officers accused and complainant to notify the GBI and have them do an independent investigation.”
The complaint stems from an incident when James Jeffrey Green, 50, of 211 Flora Ave., was brought to Floyd Medical Center and according to Floyd County Jail records began “causing problems with medical staff” and “cussing officers.”
He was asked to calm down and at some point took a swing at one of the officers before a struggle ensued — two off-duty sheriff’s deputies, a Floyd County police officer and Rome police officer were involved in the incident.
After Green was handcuffed a search revealed a pocketknife in his front pocket and one of the officers stated Green was reaching for his pocket during the struggle.
Green was charged with felony obstruction of an officer as well as four counts of misdemeanor obstruction. He is additionally charged with misdemeanor possession of a knife during the commission of a crime and disorderly conduct.
After being getting out on bail, the sheriff said, Green was then taken to Redmond Regional Medical Center for treatment and later released.
Normally such a complaint would begin with an internal investigation, said both Floyd County Police Chief Bill Shiflett and Deputy Rome Police Department Chief Lonzo Roberson.
Because there are members of three agencies involved, Roberson said they would follow the sheriff’s lead in bringing the GBI in to investigate the allegations.
The sheriff said he expects to meet with a GBI agent Thursday.
Meanwhile, a temporary protective order has been issued to keep Green away from at least one of the officers after a Wednesday night incident.
Several firearms were taken from Green after he was found walking on Turner McCall Boulevard around 3 a.m. Wednesday. He was pushing a large garbage can that contained a loaded 12-gauge shotgun and rifle.
He was also found to be carrying a loaded .357 magnum on his hip at that time and officers also found a number of other loaded firearms on his person later. In the report, the officer noted Green has a valid firearms carry permit.
Green, who officers said grew more agitated as he spoke, stated he been “beat bad twice in the last three years” and “I aint getting beat no more.”
Police officers confiscated several firearms because of a perceived “mental confusion” and threats concerning law enforcement officers.
Green was not arrested or charged in the incident.

A 50-year-old Floyd County man remained in jail this morning after police say he fought with several officers and attempted to grab a knife from his pocket in the struggle, reports stated.
