She is survived by her husband, Steve Russell, who loved her as his best friend and life partner; by her daughter, Caty McAfee; by her mom, Frances McAfee; by her dad, Bill (Janice) McAfee; and, by various aunts, uncles, other relatives, and friends.
Cindy was a graduate of Red Bank High School and the University of Tennessee at Chattanooga, with a degree in communications, after which she worked for the Chattanooga Times and United Press International. She attended Harvard School of Law, where she graduated cum laude. She practiced law in New York City, Washington, D.C., and Savannah, Ga., before returning to Chattanooga, where she has been employed as supervising attorney for the Tennessee Department of Children Services for 11 years, having spent two years serving as a judge for the Juvenile Court.
Cindy was an active member of the Chattanooga Friends Meeting.
On Monday, November 5, 2012, both visitation and a memorial service were held at Red Bank Baptist Church, in the Family Life Center. The celebration of Cindy's life was under the care of the Chattanooga Friends. Visitation began at noon and the memorial service at 1 p.m. Following the memorial service was a small reception.
